VOZD
The VOZD scheme is for people who have to (re)pay healthcare costs because they were wrongly insured for a certain period of time.
How does it work?
For example, you were insured in Belgium, but it turns out afterwards that you should have been insured in the Netherlands. You can still take out Dutch health insurance. But only up to 4 months back in time.
Are you therefore unintentionally uninsured for a certain period of time? And do you have to reimburse already reimbursed healthcare costs or pay healthcare costs yourself? Then we may be able to pay these healthcare costs for you through the VOZD scheme. The scheme is voluntary, you decide for yourself.
The conditions
- You had health insurance in a country of the EU/EEA, the United Kingdom or Switzerland for a certain period of time. In retrospect, this turned out to be wrong.
- You have a Wlz assessment from the Sociale Verzekeringsbank (SVB). It states that you should have been insured in the Netherlands during that period.
Tip
Don't have a WLZ statement yet? Please fill in the application form. Apply for the assessment immediately at the SVB and send it to us as soon as possible.
- You cannot take out retroactive insurance in the Netherlands.
- You pay a contribution to the CAK over that period, approximately equal to the nominal premium of a health insurer.
- Reimbursement of healthcare costs is in accordance with Dutch rules.
- We will register you with the 'Dienst Toeslagen' if it appears that you are entitled to healthcare benefit during that period.
Examples
- You live in Germany and as of 1 March 2024 you will have a paid job across the border in Venlo, with a Dutch company. You are under the assumption that your German insurance will continue. On 26 August 2024, you find out that this is not true. You apply for health insurance at Menzis. This can no longer be done retroactively because it is more than 4 months later. You are therefore uninsured for the period from 1 March 2024 to 26 August 2024.
- You live in the Netherlands and have been working in Belgium since 1 January 2024. You have registered in Belgium with a health insurance company and in the Netherlands with health insurer CZ for the Treaty policy. Your 16-year-old son will also receive a Treaty policy from CZ. You only inform CZ on 8 July 2024 that your son has been working at a supermarket in the Netherlands every Saturday since 1 February 2024. CZ will withdraw your son's Treaty policy with retroactive effect and will offer your son health insurance that will take effect on 8 July. Your son is uninsured in the period from 1 February to 8 July 2024.
- You live in the Netherlands and receive a pension from Germany. You have registered in Germany with a Krankenkasse and in the Netherlands with health insurer CZ for the Treaty policy. In the Netherlands, you can receive the AOW old-age pension. Because you were not aware of this, you did not submit an application to the Sociale Verzekeringsbank (SVB). On 1 May 2024, you submit an application to SVB. On 12 July, the SVB grants you an AOW pension with retroactive effect to 6 May 2023. You pass this on to CZ. CZ will withdraw your Treaty policy as of 6 May 2023. You apply for health insurance from Univé on 1 July 2024. You are uninsured in the period from 6 May 2023 to 1 July 2024.

Check whether the VOZD is beneficial for you
First, calculate whether the VOZD is financially advantageous for you. In the table below you will find the contributions per year, excluding care allowance. This way you can calculate approximately what the contribution is over the period that you were uninsured.
Voluntary
Is the contribution higher than your health care costs during that period? Then you don't have to sign up. The scheme is not mandatory.

Apply with the CAK
Do you want to apply for the VOZD scheme and do you meet the conditions? Then sign up immediately. You will need:
- WLZ assessment from the SVB
- bills from health care providers that you must (re)pay
Please note
We only accept scans of supporting documents. So no pictures.
- Go to the VOZD application form.
- Fill in the form and upload the supporting documents:
- accounts of caregivers (costs incurred in uninsured period)
- Wlz assessment from the SVB (if you do not have it yet, please send it to us later)
- Click Submit.
Research
- We request information from CZ and/or the foreign health insurer about the period that you were uninsured.
- We ask how much we can reimburse according to the Dutch rates.
- We calculate the amount of the contribution you would have to pay to the CAK.
Tip
As long as your application is still pending, you remain responsible for any payment or payment arrangement. If you were insured with CZ, we have an agreement that they will not take any collection measures as long as the VOZD investigation takes place.
Outcome
After receiving your Wlz statement, we will do our best to complete the investigation within 8 weeks. This depends on how quickly other agencies respond. You will then receive a letter from us with our findings. There are 3 options:
You are not entitled to the VOZD scheme
You may still be entitled to health insurance elsewhere during the requested period. Or that you are not subject to Wlz, for example because you had no income in the Netherlands.
You are entitled to the VOZD scheme
- We pay your healthcare costs during the period that you were uninsured. We do this directly to the healthcare provider. If you have already paid the bills yourself, we will offset that amount against the contribution you have to pay to the CAK. We do not pay any own contribution or deductible.
- You pay a contribution to the CAK for the period that you were uninsured. You will receive an invoice from us for this.
- We will register you with the 'Dienst Toeslagen' if it appears that you are entitled to healthcare benefit during the uninsured period. They will contact you.
We advise you not to use the VOZD
Sometimes it is not beneficial for you to call on the VOZD. For example, if your healthcare costs are lower than the contribution you have to pay to the CAK for the period that you were uninsured.
Example: You are uninsured from 1 March 2023 to 1 August 2023. In that period you have incurred healthcare costs with a total amount of 400 EUR. You are not entitled to healthcare benefit. The contribution you would have to pay to the CAK is 1 189 EUR x 5/12 months = 495.42 EUR.
